Starting at the beginning

I work for a multinational company that has all of the workers scared and "thankful to have a job".  Many coworkers in my department are former trade unionists at other places but now are close to retirement age and uninterested/scared to even talk about organizing activities at all.  Any ideas for a fresh approach for an ice breaker?

I've found social events are really good for getting people out and talking to each other. Usually a few management types will be crawling around but generally there is more opportunity to agitate and maybe break the ice. At our company we started a social committee which was eventually taken over by management, what this did though was make the company foot the bill for a company picnic which got us a lot of opportunities to talk to people.
