A question about use of the Universal Label

A section of Article VII of our constitution reads: ".. the Universal Label shall be printed only as evidence of work done by IWW members."

My question then, is if a newspaper of a political organization is created and / or printed entirely by IWW members, can the Universal Label appear on said newspaper?

Dear revolutionhere:

You should probably direct your comment to the email list <geb@iww.org> (you will need to subscribe, if you haven't already).  

The forums on the web site are admittedly underutilized.  That is probably due to the fact that most of the membership is used to email lists and that this site was only recently upgraded to include forums.  

It will take time for them to become widely used.
